Older homes commonly have these little attics that are giant heat-loss areas in the home. This is found in gable-style homes with a 2nd floor room that has been built in the old 'attic'. The best way to insulate and air seal these spaces is to remove the lousy batt insulation (that stuff is leaky and not very energy efficient), then spray the roof-line with spray foam insulation. This continues the insulation place from the wall to the peak of the home and is completely draft proof.
